Hello Jay,
To answer your question about medical malpractice law. In Thailand, Thai courts routinely award compensation for injuries caused to patients by the negligent or unlawful acts of their doctors, dentists, or medical providers.According to Thai law, the majority of medical malpractice cases would be considered a “wrongful act” as defined by the Thailand Civil and Commercial Code section 420.

I am not sure if this question is for this forum;how to find if a doctor is accredited in their country? How to find if a hospital is accredited,I will look on the JCI site but how to "evaluate" a foreign hospital and doctor?

I have a friend in the Middle East that may have to have a procedure done.What are some "things" to be aware of such as privacy of information,does U.S. insurance cover procedures out conus?

Yea - I agree with you "medical legal liability" issues are important.
As well "Medical Malpractice" is another subject here to tackle:
-What is a medical malpractice claim?
A medical malpractice claim is a claim filed against a corporation or individual which provided negligent or substandard medical care.
Medical negligence can result in serious personal injury and/or death. Some examples of medical negligence include: failing to diagnosis a serious illness or disease, providing improper treatment, surgical errors, prescribing the wrong medication, or failing to comply with established procedures. When medical negligence causes injury to a patient, the victim may be legally entitled to compensation.
What is involved in the investigation of a medical malpractice claim?

First, a thorough review and analysis of your medical records. Secondly, a review of your records by qualified medical experts who can testify at trial that your treating doctors were negligent and that his/her negligence is a direct cause of injury or death

Every state has a statutory period of time within which a claim for medical negligence must be filed. Therefore, if you suspect that you has been injured as a result of medical negligence, it is critical to seek the advice of a lawyer, experienced in handling medical malpractice cases, to be certain that your action is brought within the time period mandated by state law.

Does the recent complication insurance being offered by multiple insurance companies totally alleviate liability from being sued?
