The Medical Tourism Association has announced it will take over management of MedicalTourism.com (http://www.medicaltourism.com/ ), the top ranking website for medical tourism, as part of its 2011 Consumer Awareness Program. 

This program pioneers a massive educational platform for patients in emerging markets to learn about healthcare providers worldwide. 

The MedicalTourism.com website will be phasing out existing advertising and no longer sell advertising, using it exclusively for the purpose of patient and consumer education and awareness.  The site will provide great visibility and exposure for MTA members.  All patient requests for services will be sent to MTA Members that are listed on the site as an included part of their 2011 Member Benefits.

Hi Anneliese

The USA, although one country, also encompasses a huge variety of standards of care, regulatory and supervisory, frameworks, access to care, legal frameworks etc..

I think it is worth looking at how we could bring all European hospitals up to an acceptable standard, and then subsequently keep raising the bar!

"If you stand still, you always end up going backwards".

Perhaps we might find that a good start to this may grow out of joining in with the "Acccreditation" group's debate. I personally feel that getting the product right is the best possible foundation for any subsequent marketing of the product.

During October, the Advocate General released opinions on two cases (Müller-Fauré and Van Riet) where Dutch nationals had obtained medical treatment outside the Netherlands without obtaining 'prior approval' from the Dutch health authorities and had sought reimbursement of the costs incurred.
The Netherlands health insurance scheme envisages only the provision of benefits in kind. Insured persons are thus entitled not to the reimbursement of medical costs incurred but to receive treatment free of charge. Legislation requires an insured person who wishes to be treated by a provider in another Member State to obtain prior authorisation. One of the conditions for obtaining such authorisation is that the treatment should be necessary and that it cannot be given "without undue delay" by a contracted provider. The Dutch government is seeking clarification on whether the requirement for 'prior authorisation' is precluded under EU provisions relating to freedom to provide services. It is further looking for an interpretation of the expression "without undue delay" within the meaning of the case-law of the Court of Justice.
The Advocate General's opinion on the first point is that the requirement for prior authorisation before out-patient treatment may be received and charged to a system of benefits in kind is justified on three grounds, namely: risk of serious damage to the financial equilibrium of the social security system; maintenance of a medical and hospital service which is balanced and accessible to all; and maintenance of a capability to deliver medical treatment within the country, which is essential to public health.
With regard to what constitutes 'without undue delay', the Advocate General's opinion is that this should be assessed from a strictly medical standpoint, regardless of the waiting time for the treatment requested.
In both cases, the Advocate General rejects the plaintiff's claim for reimbursement of cost of treatment outside his home country. While his opinion is not binding on the European Court of Justice, it is persuasive in the proceedings of the Court. If the Court concurs with the Advocate General's opinion in its ruling, the decision will somewhat buck the trend of medical migration between states.

Health care in Europe has much to commend it. Standards are generally very high, and with respect to most of the accepted indices that indicate that populations are healthy, Europe scores very well.

I see the EHMTA as potentially a great platform for advocacy for the European healthcare cause. For my own part, I wish to see EU-based hospital accreditation do well, and especially the Trent Accreditation Scheme.
