In my opinion the MTA should for the members of the Medical Tourism Assoication trade organization establish basic guidelines of ethical conduct, especially in the broad areas of:

1. organ procurement.
2. professional fee splitting.
3. patient facilitation.
4. provider resources.
5. infection control.
6. response to complications.
7. professional communication.
8. belief systems.
9. advertising.
10. "experimental " treatments.

Ya true but at the same time medical tourism should also look into the tourism part of it as well. How the patients are travelling and security of travel and coming back to their home in their condition which demands post operative care should also be ensured.
Often the treatment also includes package of traveling to some places for pleasure and recuperation. Ethics need to be part of each and every aspect of MT not only in operating procedures. as you have correctly mentioned 'advertising'.
